This first document from the Device Independence Activity describes principles Web
authors, users and vendors can employ to achieve a device independent Web.
The goal is to
develop usability concepts and rules that can provide a foundation for interoperability as user
agents and Web-enabled devices proliferate (phones, voice browsers, television sets, automobile
computers, etc.). The specification offers guidelines for the development of new markup
languages, modifications and additions/extensions to existing markup languages, authoring of
applications and content using existing languages and changes to adaptation tools and processes
(such as style sheets, transformations or reusable programming objects).
